In this consultation response Citizens Advice recognises that, in principle, allowing blended hydrogen as an offtaker of last resort may provide strategic benefit to the deployment of hydrogen production, and may therefore be in consumers interests overall. This is because it may reduce risks of entry to the market for hydrogen producers and therefore lower their cost of capital.

However, we also highlight significant risks associated with the decision, namely of greenwashing, where the strategic decision on blending could lead to information and signals that impact consumer decision making.
