No-one currently holds responsibility for assessing the cumulative impact of infrastructure investment on consumers.

The privatisation and liberalisation of UK utility sectors effectively shifted the burden of funding investment in those sectors from taxpayers to bill-payers. This has consequences both in terms of who pays, and who co-ordinates investment. The poorest in society tend to be far more exposed to costs under a bill-based approach, with consequential impacts on affordability.
